2 different prices for the same

Sugar prices to be different among sectors.

How about 2 different prices at different prices levels for the same commodity. That is what Maharashtra is asking for permission from the central to do so.

Dividing the market in 2 sectors - Confectionery and beverage makers & domestic consumers. Industrial buyers could be asked to pay more and where as the consumers will be charged less for the same quality. This is planned so that the industrial sugar buyers can provide more revenue to the sugar mills and they can pay the sugarcane farmer, who are demanding a better price for their produce but the sugar mills aren't able to do that due to their poor balance sheet.

Looks like it could solve the problem but it's difficult to implement it and there are chances of malpractices.  And the sugar mills will have to have a share of the of their produce.
